4TH COMMUNIQUE

A COMMUNIQUE ENACTED AND REACHED AT THE 4TH NATIONAL CENTRAL WORKING COUNCIL (NCWC) MEETING OF NATIONAL ASSOCIATION OF CRIMINOLOGISTS AND SECURITY PRACTITIONERS OF NIGERIA (NACSP) HELD ON THE 18TH DAY OF MAY, 2019 AT ITS INTELLIGENCE HEADQUARTHERS, ABUJA.

PREAMBLE

We are the members of the above named body, an umbrella organization of Criminologists, Security Experts and related disciplines, academic world and student bodies, which strive at professionalism, a non-profit making educational organization whose membership pursuit is scholastic, scientific, metaphysic, cultural/traditional and professional knowledge concerning the measurement, etiology, consequences, detection, prevention, control and treatment of crime and delinquency including the victims of these vices.

We are poised to harness adequate intelligence on National Security issues from all available academic and non academic avenues with a view to curbing all manner of criminality and security challenges in the country via intelligence policing system. NACSP is a community oriented police service (COPS) corps and is a brainchild of the Nigeria Society of Criminology (NSC) led by Prof. Femi Odekunle, Prof. Etannibi Alemika, Prof. Darlington Iwarimie-Jaja and its Founding Members.

Weunanimously resolved as follows:-

  1. That,during the 4th National Central Working Council (NCWC) meeting held at the Intelligence Headquarters in Abuja on the 18th of May, 2019the Association rectified the nine (9) men thorough-bred academia as Editorial Advisory Board of The Journal of Criminologists and Security Practitioners of Nigeria (JOCASPON) chaired by erudite scholar, DARLINGTON IWARIMIE-JAJA, FIIA.The Editor-In-Chief, JOCASPON, of the Department of Sociology,University of Port Harcourt, Nigeria. (see annexure I attached)
  2. That, at the 4th National central Working Council (NCWC) meeting jointly held by students, graduates and Security Experts, We unanimously scheduled the 3rd National Conference of Criminologists and Security Practitioners of Nigeria (NACSP) on the 25th-26th of October, 2019 in Abuja, tagged “INSTITUTIONALIZING CRIMINOLOGY AND SECURITY STUDIES IN NIGERIA.
  3. That, the joint council adopted and rectified the newly reviewed membership subscription/annual dues, Induction and Conference feesand instructed members to comply in accordance with her collective resolve. (see annexure II attached)
  1. That, the joint council unanimously resolved that induction of prospective members and gravitation of members shall be done at the annual National Conference forthwith.
  1. That, the Association adopted and rectified the Security Innovative Investment committee chaired by Cops. Danjuma Lawal and Cops. Dominic Ogar, the secretary, to develop Security Innovative Business Plans for the Association.
  2. That,the Maiden Journal of Criminologists and Security Practitioners of Nigeria (JOCASPON), 2019 Calendar and Stickerweredistributed to departmental Captains/Presidents to deliver to their respective departments.
  3. That, inducted members were nominated to fill the vacant positions in the National Executive Council (NEC) of the professional body and the following members weresworn-in in accordance with the Constitution:

(i). Cops. Musa H. Sule – Vice President National Affairs

(ii). Cops. Aliyu Yusuf – Assistant Secretary General / Scribe II

(iii). Cops. Muhammad Nazifi–Director of Signal/ Public Relation Officer (PRO)

(iv). Cops. Bridget Ngwam- Director of Welfare II/Arsenal II

  1. That the Students resolved to and conducted elections into the National Executive Council of National Students Association of Criminology and Security Studies (NASACSS) and the members of the National Executive Council are to serve for 12 calendar months.
  2. That, the National Secretariat for the Student body was zoned to Bayero University, Kano (BUK), Kano State, for 12 calendar months as seat of power where the National Captain/President, Secretary General and Director of Finance were elected.
  • That, the following members were also elected and inaugurated to serve the Student body for a calendar year after brief constructive orientated arguments by the representatives of each institution:

(i). Cops. Abubakar Ali Farida (BUK) National Captain/President
(ii).Cops. Moses Chibuke Joseph (NOUN, Abuja) Vice president, National Affairs
(iii). Joshua Koar Akanyi (BUK) General Secretary/ScribeI
(iv). AL-mustafa Suleiman (BUK) Director of Finance

(v).Cops. Abdulazeez Muhammad Bala (NOUN,Jos) Director of Intelligence
(vi). Celestine Clement Dalorka(University of Jos), Director of Signal/ Public       Relation Officer (PRO)
(vii). Ademuyiwa Opeyemi Moses (AAUA), Director of Welfare I/Arsenal I.

  • That the unoccupied positions were reserved for other universities to fill in subsequent meetings of the Association.
  • That, the Association berated and casted a vote of no confidence on one Adeusi Demola Olatunji (acclaimed criminologist graduate), otherwise known as Piero Luchas, sentenced to four (4) months imprisonment for a one-count charge of internet fraud filed against him by the Economic and Financial Crime Commission( EFCC) Ibadan zonal office. The pronouncement was made on Monday 13 May, 2019 by Justice P. I. Ajoku of the Federal High Court, Ibadan. Therefore, the Association warned members and all sundry to desist from every act of criminality forthwith and strictly adhere to the professional/ ethical code of conducts as they are the intelligence watchdogs of the society. (see annexure III attached)

CONCLUSION
These resolutions are the laws of the Association enacted by the Council for the good governance, peace and progress of this Association and are binding on all members and stakeholders.
